Having the property "OFF" indicates that order processing (picking, parking, etc.) comes first before selecting a delivery method.
Having it "ON" means that the order prioritizes the delivery method.

Step 02 Types Of Value

ON - will always ask you to pick a delivery method
OFF - you wont be able to change delivery method
OPTION - during shipping you will see what the current delivery method is and have the option to change it or continue.
